The Hubei Puqi Power Plant under CR Power, located in Xianning, Hubei, with an installed capacity of 26,60 MW, is an important power support point and power supplier in Xianning and its surrounding area, and the Optics Valley and Jiangxia areas in Wuhan. Up to now, the plant has generated approximately 344 million KWH of power since February, with a cumulative annual power generation of 1.589 billion KWH, providing a strong "power" support for Hubei in its fight against the 2019 novel coronavirus (2019-nCoV).At the critical stage of epidemic prevention and control throughout Hubei Province, the coal inventory at the Puqi Power Plant on February 19 reached 519,100 tons, and it was expected that the inventory could be used for 62 days, which also soothed the local government's nerves.
The Hubei Puqi Power Plant is an important part of the "Great Wall of Steel" constructed by CR Power for epidemic prevention and control. At present, CR Power's power business covers 30 provinces, autonomous regions, municipalities directly under the Central Government and special administrative regions in China, with a controllable installed capacity of 45,344 MW, and the installed capacity with clean energy interests accounting for 25.4%.Since the outbreak of the epidemic, the company's power generation enterprises have been doing their utmost to maintain normal operation and continue to guarantee power and heat supply for anti-epidemic work in various regions.

Raise political standing and carefully deploy the epidemic protection and control work
CR Power resolutely implements the spirit of General Secretary Xi Jinping's important instructions on epidemic prevention and control as well as the spirit of the conference of the Leading Group of the CPC Central Committee for Novel Coronavirus Prevention and Control. Under the leadership of the CPC Central Committee and China Resources Group, CR Power raises political standing, deepens its ideological understanding, and fulfills the responsibility of central enterprises to quickly start the epidemic prevention and control campaign.
CR Power has set up a leading group for epidemic prevention and control which is led by Tang Yong, secretary of the Party committee and president of CR Power. Such group is responsible for the overall leadership of epidemic prevention and control in CR Power. At the same time, a working group for epidemic prevention and control has been set up to be responsible for the specific promotion and implementation of the prevention and control work. Since January 22, the company has issued a number of documents to provide timely instructions, arrangements and deployment for the epidemic prevention and control work. All the staff of the company are required to fully implement the requirements of the documents. Entities at all levels have set up epidemic prevention and control organizations headed by persons in charge of the Party and government affairs. Such organizations are fully responsible for advancing the epidemic prevention and control work in their respective entities. All entities strictly implement the on-duty system, and meanwhile divide the epidemic prevention and control responsibility areas, implement gridded management of the epidemic prevention work, and integrate the epidemic prevention work of the relevant parties into integrated management.
The company held two Party committee meetings through videos to expand the theme study and deploy the epidemic prevention and control work, requiring entities at all levels to effectively strengthen awareness of the overall situation, improve political standing, and regard the epidemic prevention and control work as the top priority at present. Party organizations at all levels and the general Party members and cadres must stand out and spearhead their work, earnestly fulfill the responsibility, bear liability and perform duties in safeguarding land resources, and strengthen their confidence with actual actions in winning the battle for epidemic prevention and control. A comprehensive deployment has been made for a series of tasks, such as the continuous and stable power and heat supply to ensure work safety, reserves of production, living and epidemic prevention materials, establishment of emergency mechanisms such as the "zero report" system and optimization of related approval processes, and preparations and arrangements for work resumption. To further plan prevention and control measures, the company has also held several video or telephone conferences to conduct special research on related work.

Ensure power and heat supply to guard the city's lifeline
With the resumption of work by enterprises in various places, the power load has gradually increased. Starting from responding to and supporting the overall needs for epidemic prevention and control throughout the country, CR Power coordinated work safety in all regions and made every effort to ensure normal power and heat supply. As of February 19, CR Power's nationwide 88 wind farms, 37 operating thermal power plants, 21 photovoltaic power plants, 3 gas power plants, and 2 hydropower stations were operated normally to ensure the power and heat supply. From January 1 to February 19, CR Power's cumulative power generation and cumulative heat supply reached 23.1 billion KWH and 28.34 million GJ, respectively, which effectively guaranteed the country's epidemic prevention and control.
CR Power has done a good job in work safety as well as production and operation management during epidemic prevention and control. Entities at all levels have regarded work safety as the key foundation work to ensure that the overall situation of work safety is stable during the epidemic prevention and control period, and to ensure that work safety is under control. The company uniformly arranges deployment, instructs different regions to optimize the unit operation modes during epidemic prevention, stabilizes power generation and generates more power; coordinates adjustments to the fuel procurement and transportation mechanism in different regions. All entities effectively increase the inventory of production materials such as fuel, spare articles and spare parts. The coal inventories are within the normal inventory level. The coal inventories of coal-fired thermal power plants in some severely affected areas are above the normal inventory level. Specifically, the Hubei Puqi Power Plant is expected to invest RMB160 million in February to increase material reserves, and vigorously increases the inventory of consumable materials for desulfurization, denitrification, and water production to cope with possible supply shortage.
All entities strictly implement the on-duty and leadership working system during the epidemic, insist on timely reporting and transmission of important information, and ensure that the staff arranged and the working mechanism fully meet the needs for the epidemic prevention and control work. In the Central China Region located in the core area of epidemic prevention and control, "regional and sub-group" closed isolation and protection measures by region and by group have been implemented for a total of about 1,400 on-the-job production personnel. At the same time, about 300 personnel have been arranged in an orderly manner to end their vacations and return to work for isolation and being put on standby. This emergency management method is the first practice in Central China, and is highly recognized by the provincial competent energy authority.
At present, CR Power has fully prepared for long-term epidemic prevention, and its subordinate power generation companies have formulated regional epidemic prevention and control plans based on local conditions, and have detailed the specific prevention and control measures in terms of management of the plant areas, management of centralized control rooms, early production meetings, and production schedule. CR Power has adequately stored articles for epidemic prevention and control such as masks, medicine and disinfection supplies as well as living supplies such as food and water, and protected front-line personnel, including those from the relevant parties, to ensure adequate supplies for epidemic prevention and control and continuous stability in production and life. The management team, heads of departments and offices as well as personnel of key positions of CR Power have taken the lead in resuming their work, and kept communications and networks smooth, to ensure continuous production and operation command.
At the same time, in order to support the Hubei power generation enterprises in the Central China Region with severe epidemic situation in combating the unusually severe epidemic, and alleviate material shortage, CR Power has carefully deployed and coordinated its entities to collect and transfer materials for epidemic prevention through multiple channels, to provide emergency assistance for the Central China Region. A work pattern of "a game of chess" in epidemic prevention and control in which if one party has difficulty, other parties provide support has been formed. All entities under the company have provided emergency assistance in terms of epidemic prevention supplies such as masks, protective gloves, and thermometers in Central China Region, as well as living materials such as fresh vegetables, rice, grains and oils, effectively alleviating the urgent needs of enterprises in Central China Region.
Dedicated to public welfare and fulfill the responsibilities of central enterprises
In the face of the sudden situation of epidemic prevention and control, on one hand, CR Power has grasped the power and heat supply, and made every effort to ensure the normal operation of various cities; on the one hand, it has done its utmost to assume social responsibilities by taking multiple measures and donating materials to local governments and enterprises and public institutions, so as to make contributions to winning the battle for epidemic prevention and control and protecting the life safety and health of the people.
Under the general shortage of materials for epidemic prevention in different regions, enterprises under CR Power took their own advantages in industry resources to produce and supply anti-epidemic materials such as disinfectant for free, to facilitate the epidemic prevention and control and work resumption. The Guangdong Haifeng Power Plant, Zhejiang Wenzhou Power Plant, and Hebei Caofeidian Power Plant under CR Power prepared sodium hypochlorite disinfectant (i.e., 84 disinfectant) by using the abundant capacity of the electrolyzed seawater chlorination devices in the plants. The Haifeng Power Plant with a capacity of 1,000 tons of sodium hypochlorite disinfectant has also publicly released the message that it provides disinfectant free of charge and contact information through various channels, receiving unanimous praise from all walks of life. Inland power plants such as the Hezhou Power Plant and the Fuyang Power Plant also actively prepared disinfectant to support the local communities. As of February 19, enterprises under CR Power donated nearly 235 tons of self-made disinfectant to the society free of charge.
Hospitals are the forefront of the fight against the epidemic, and the medical staff are the vanguard.CR Power has been always thinking about this group of "cutest people". The Central China Region provided emergency supply of milk, orange, apples and other logistic materials in full vehicles for CR & WISCO General Hospital. The Affiliated Hospital of Xuzhou Medical University is the city's designated admission hospital. 185 employees of Jiangsu Huaxin voluntarily donated RMB30,000 to the hospital. At a critical moment when the country is overcoming difficulties, CR Power firmly supports local governments in completing various epidemic prevention and control tasks. The Guangzhou Thermal Power Plant, Dengfeng Power Plant, Heze Power Plant, Cangzhou Thermal Power Plant, Cangzhou Yundong Power Plant, Xilinguole Power Plant, Tongkou Power Plant, Zhuhai Smart Energy Co., Ltd., Ji'nan New Energy Co., Ltd., Ningxia Regional Co., Ltd. and other entities took active actions to send local governments materials for epidemic prevention and control such as masks, disinfectant and alcohol and living materials. At the same time, CR Power values community co-construction. The North China Region donated 100 kilograms of sodium hypochlorite disinfectant to the Youth Apartment in Beijing Economic and Technological Development Zone. Zhuhai Smart Energy Co., Ltd. donated 500 KN95 masks to the Management Committee of Zhuhai Fushan Industrial Park. The Fujian Changting Win Power Site donated 200 masks to the villagers of Hongshan and promoted the knowledge of epidemic prevention to the villagers. In addition, employees in the South China Region actively donated money to support the epidemic prevention efforts through the Red Cross and other non-profit social groups.
As of February 19, enterprises under CR Power have accumulatively provided hospitals, local governments, communities, and public welfare organizations with materials for epidemic prevention such as masks, disinfectant, and thermometersa in the value of approximately RMB2.03 million, to help fight the epidemic; at the same time, such enterprises have accumulatively provided the Central China Region of CR Power with materials for epidemic prevention and living materials in the value of about RMB770,000, which effectively guarantees the safe and stable power and heat supply in Hubei during the fight against the epidemic.
