From December 26 to 27, Li Ruge, Chief Accountant of China Resources Group and Chairman of the board of directors of CR Power, and Tang Yong, President of CR Power, attended the signing ceremony of the investment cooperation framework agreement between Hezhou Municipal People's Government and China Resources (Group) Co., Ltd. & China Resources Education and Poverty Alleviation Donation Project, and visited Hezhou Power Plant for a preliminary investigation.
On the 26th, Chief Accountant Li Ruge held talks with Li Hongqing, Party Secretary of Hezhou Municipal Committee and Director of the Standing Committee of Hezhou Municipal People's Congress, and Lin Guan, Deputy Party Secretary of Hezhou Municipal Committee and Mayor. The three jointly witnessed the signing of the agreement.
Party Secretary Li Hongqing warmly welcomed Li Ruge and introduced Hezhou's economic and social development and its geographical advantages. In recent years, the Party secretary said, Hezhou has taken the initiative to serve the new pattern of Guangxi's all-round opening-up and development and focused on the "two main battlefields" of tackling poverty and building a demonstration area for East-to-East integration in Guangxi. Hezhou has actively integrated into the development of the Guangdong-Hong Kong-Macao Greater Bay Area, creating "acceleration" through its all-out efforts in East-to-East integration. The growth rates of its major economic indicators have maintained the good trend of being in the "No. 1 matrix" in the region since June last year. Hezhou Municipal Party Committee and Hezhou Municipal Government will accelerate its pace of building Guangxi's first-class business environment and strive to provide the best-quality services to businesses and merchants investing in Hezhou. We hope that the two sides will continue to follow up our work, push on with the cooperation projects and create a mutually-beneficial and win-win situation as early as possible.
Li Ruge expressed his gratitude to Hezhou Municipal Party Committee and Hezhou Municipal government for their long-term support and help, and introduced the current overall situation of China Resources Group and its business development in Hezhou. The cooperation this time, he said, is a further implementation of the spirit of the earlier talks between Chairman Fu Yuning and Party Secretary of the autonomous region Lu Xinshe and of the talks between Party Secretary Li Hongqing and China Resources Group, aiming at further deepening the cooperation between the two sides and accelerating the implementation of the cooperation projects as soon as possible. Since China Resources and Hezhou jointly built the circular economy industry demonstration zone, the cooperation between the two sides has been quite fruitful, such as building China Resources' first wholly-owned power distribution network, and achieving business innovation in coordination and utilization among multiple industries. As a Central enterprise, China Resources Group will consciously serve the overall situation of the country, give full play to its advantages of business diversification, accelerate project cooperation in new fields, and actively cooperate with Hezhou Municipal Party Committee and Hezhou Municipal Government in attracting investment in the demonstration zone to build it into a smart ecological industrial park and make greater contributions to the city's high-quality development. After the talk, Mayor Lin Guan and President Tang Yong signed the investment cooperation framework agreement on behalf of Hezhou Municipal People's Government and China Resources Group respectively. Li Yuke, Head of Fuchuan Yao Autonomous County, and Zuo Yunjie, Deputy General Manager of CR Power South China Region and General Manager of Hezhou Power Plant, signed the donation agreement on behalf of Fuchuan County Government and Hezhou Power Plant respectively. Zhu dong, Executive Member of Hezhou Municipal Committee and Vice Mayor, received a donation of RMB10 million from Hezhou Power Plant.
On the 27th, Li Ruge inspected the production and operation of Hezhou Power Plant, visited the distribution network and the exhibition hall of "Party building is productivity", attended the work meeting of Hezhou Power Plant, and listened to the work reports of CR Power South China Region and Hezhou Power Plant before giving work instructions.
Through the field investigation, President of CR Power Tang Yong said, I was impressed by the mental outlook and high morale of the employees of Hezhou Power Plant as well as a strong entrepreneurial atmosphere. CR Power South China Region and Hezhou Power Plant have achieved fruitful results in the production management and innovation. Under the harsh operating environment, Hezhou Power Plant has seized the opportunity in its exploration, continuously made breakthroughs, obtained high-quality resources from the outside, and survived in difficult circumstances, which is quite praiseworthy. He added, facing the reform, CR Power South China Region and Hezhou Power Plant should, first of all, adhere to the basic principle of maximizing the overall benefits, continue to open up and innovate, enhance social cohesion and create a "moat" for operation. Second, it is necessary to deeply realize that the general trend of energy structure changes is irreversible and to accelerate the development and production of new energy. Third, the organization and management system should be sorted out and optimized to make regulation more powerful and efficient. Fourth, we should attach great importance to safety management and make unremitting efforts to do a solid job in safe production. Fifth, we should combine the feedback from the tour inspection, draw inferences about other cases from one instance, conduct in-depth inspections and make thorough rectification so as to further enhance the level of Party building.
Li Ruge also gave affirmation to CR Power South China Region for attaching great importance to the long-term development strategy in 2019 and committing itself to the development from "quantity scale" to "quality benefit", and to Hezhou Power Plant for achieving the best operating benefits in recent years through differentiated competitive means such as "sending electricity to Guangdong", rewarding electricity and financial subsidies. At the same time, combining the current internal and external situations and the business environment, Li put forward specific work requirements for the next step. First, it is necessary to adhere to the political leadership, build up the "four concepts", strengthen the "four self-confidences", firmly implement the "two safeguards", strengthen the implementation of responsibilities, strictly govern the Party in an all-round way, implement the mass line, firmly focus on the building of the grass-roots Party organizations, and integrate Party building into all aspects of production and operation. Second, it is necessary to further dig deep into potential, lean management and control, strengthen management, and further improve economic benefits.
